EAST DEVON JUNIOR LEAGUE 2006

 

 

COMPETITION RULES

 

 

 

 

1                     The League will have 2 Divisions.  Clubs in the CONGU Division must be able to comply with the handicap limits in Rule 4.  There must be a minimum of 4 Clubs in a Division.  Clubs must confirm which Division they want to play in at the AGM preceding the league season in order to give Clubs adequate notice to arrange and confirm home fixture dates with their Club Secretaries.  If the minimum of 4 Clubs per Division criterion cannot be met then the AGM will review the league format.

 

2                     Teams have six players, playing singles matchplay over 18 holes, with strokes given on full handicap difference (as recommended by CONGU UHS and by EGU/ELGA) with a maximum of 18 strokes to be given in any singles match.  The order of matches is by the lowest handicap player going out first for each team, and so on in handicap order.  Matches may not join together on the course.

 

3                     Clubs will compete on a home and away basis.

 

4                     Players may be boys or girls under 18 years of age on 1st January in the year of the competition.  In the CONGU Division players must have a maximum handicap of 28 boys, 36 girls with strictly no substitution of players with non-CONGU handicaps playing off the maximum allowance.  If a club cannot field a team on this basis then they must honour fixtures with a reduced number of players.   In the All Handicap Division the handicap limit is 36 for boys and girls.  This rule may be waived for any match in this Division, and higher handicap players allowed to play off the 36 maximum, provided that both Junior Organisers agree that it is in the best interests of fulfilling the fixture.

 

5                     Boys with CONGU handicaps play from the mens’ White tees.  Boys with 29-36 handicaps play from the mens’ yellow tees with their handicaps reduced by the difference in the Standard Scratch Score.  (For example, White SSS = 68, Yellow SSS = 67, handicaps are reduced by 1 before the calculation of the stroke allowance).  Girls play from the ladies’ Red tees with their handicaps adjusted by the difference in the Standard Scratch Score.  (For example, White SSS = 68, Red SSS = 71, girls’ handicaps are adjusted upwards by 3 before the calculation of the stroke allowance).

 

6                     1 point awarded for halved match, 2 points for a home win, and 3 points for an away win. If 2 teams are tied at the top of the League at the end of the season positions will be decided on the basis of the combined home and away results of the individual matches between those teams.  If more than 2 teams are tied the positions will be decided on the basis of the highest number of individual singles matches won by the tied teams.  If teams cannot be separated under these rules the EDJL Organisers’ Committee (excluding the tied Clubs) will meet to devise a play-off format.

 

7                     All matches must be completed before the end of August.  Once a date has been set, if, for any reason, one of the teams cannot make the date then they must concede the match unless an alternative date convenient for both teams can be agreed.  If the host course is closed due to weather (or other problems) then a new date may be agreed providing it is before the deadline date.  If a match is not completed by the end of August for any reason then no points will be awarded to either team.  Disputes over dates, or any other matters relating to the competition, must be referred to the EDJL Chairman and Organisers’ Committee whose adjudication will be final.

 

8                     The winners of  the CONGU Division  will receive the East Devon Junior League Trophy and will qualify for the Henry Truscott Trophy.   The winners of the All Handicap Division will receive the Chairman’s Trophy (previously awarded to the winners of the Team Matchplay Knockout).   If the League comprises 10 teams (or more) the winners of both Divisions will qualify for the Regional Final of The Sunday Telegraph Junior Team Championship.  Otherwise the Division winners will play off for one place at a neutral venue nominated by the Chairman.   A Top Player Trophy will be awarded in each Division to the player who wins the most points based on the points system in Rule 6, regardless of the number of matches played.  In the event of a tie, the player with the highest percentage points score will win.

 

9                     No caddies, advice or outside assistance of any kind will be allowed. The penalty will be disqualification of the individual player concerned.

 

10                 Any player late on the tee will be penalised under Rule 6-3.  (Less than 5 minutes late, penalty is loss of first hole, after 5 minutes, penalty is loss of match)

 

11                 All players must be members of the nominated club and the individual’s handicap certificate registered with the nominated club. Players with memberships at more than one club shall only represent one club during a season. Penalty will be disqualification of the offending player with adjustment of the team’s match score as necessary and applicable.  Handicaps will be the responsibility of the Junior Organiser and each Junior and are to be kept up to date at all times.

 

12                 Any actions considered to be against the rules or the etiquette of golf will be dealt with     

            according to the current R&A Rules of Golf by the host club.

 

13        Courtesy of the course may be extended to away Junior Organisers, drivers and helpers at the discretion of the host club.  The home team is responsible for the food bill of the match meal.  Players will dress appropriately with a shirt and tie, with no trainers as footwear in the club house.

 

14        Each match result, including the names of the players and the individual match results (for assessment of the Top Player – see Rule 8) must be sent by email to the EDJL Chairman within 48 hours of the completion of the match.  The EDJL Chairman will issue an up to date League Table, and Top Player Table, by email to all Junior Organisers after notification of each match result.  Tiverton Golf Club have also kindly offered to publish the tables on their website.
