EAST DEVON JUNIOR LEAGUE 2010

 

 

COMPETITION RULES

 

1                     The League will have 2 groups.  Group A Crediton, Honiton, East Devon, & Okehampton  Group B Woodbury, Fingle Glen, Exeter & Tiverton. Winners of group A to Play runner up in group B & winners of group B to player runner up in group A, in semi finals & winners to play in final. Semi finals & final to be played on finals day on a neutral course. All matches on finals day to be played to  a conclusion & if teams are still tied then lowest handicap player from each team to play sudden death to decide result. No 3rd & 4th Play off.      

 

2                     Teams have six players, playing singles matchplay over 18 holes, with strokes given on full handicap difference with a maximum of 18 strokes to be given in any singles match.  The order of matches is by the lowest handicap player going out first for each team, and so on in handicap order.  Matches may not join together on the course.

 

3                     Clubs will compete on a home and away basis.

 

4                     Players may be boys or girls under 18 years of age on 1st January in the year of the competition, with a maximum handicap of 28 boys, 36 girls. Players with a non-CONGU handicaps can only be used in exceptional circumstances & have to play off the maximum handicaps. CONGU handicaps must be active.

 

5                     Boys play from the men’s’ White tees.  Girls play from the ladies’ Red tees with their handicaps adjusted by the difference in the Standard Scratch Score.  (For example, White SSS = 68, Red SSS = 71, girls’ handicaps are adjusted upwards by 3 before the calculation of the stroke allowance).

 

6                     1 point awarded for halved match, 2 points for a home win, and 3 points for an away win. If 2 teams are tied at the end of the season positions will be decided on the basis of the combined home and away results of the individual matches between those teams.  If more than 2 teams are tied the positions will be decided on the basis of the highest number of individual singles matches won by the tied teams. 

 

7                     All matches must be completed before the 15th August.  Once a date has been set, if, for any reason, one of the teams cannot make the date then they must concede the match unless an alternative date convenient for both teams can be agreed.  If the host course is closed due to weather (or other problems) then a new date may be agreed providing it is before the deadline date.  If a match is not completed by the 15th August for any reason then no points will be awarded to either team.  Disputes over dates, or any other matters relating to the competition, must be referred to the EDJL Chairman and Organisers’ Committee whose adjudication will be final. If a date can not be agreed then the home team must offer 3 dates (which do not clash with County Junior Order of Merits or EDJL Junior Opens) if the away team fail to play on one of these dates then two points will be awarded to the home team & nominated players.

 

8                     The winners on finals day will receive the East Devon Junior League Trophy.  The runners up will receive the Chairman’s Trophy. The League winners will qualify for the Henry Truscott Trophy..  A Top Player Trophy will be awarded in Group A & Group B to the player who wins the most points based on the points system in Rule 6, regardless of the number of matches played.  In the event of a tie, the player with the highest percentage points score will win.                                                                                                   

 

9                     No caddies, advice or outside assistance of any kind will be allowed. During matches & on finals day all spectators must keep off the fairways & greens & should be 25 yards from any player, no practice is allowed on the course before play. Breach of this rule will mean disqualification for the team.

 

10                 Any player late on the tee will be penalised under Rule 6-3.  (Less than 5 minutes late, penalty is loss of first hole, after 5 minutes, penalty is loss of match)

 

11                 All players must be members of the nominated club and the individuals handicap certificate and parental consent form must be registered with the nominated club. Players with memberships at more than one club shall only represent one club during a season. Players who have a CONGU handicap registered to a club outside the EDJL & are also members of a club in the EDJL may represent that club. Penalty will be disqualification of the offending player with adjustment of the teams match score as necessary and applicable.  Handicaps will be the responsibility of the Junior Organiser and each Junior and are to be kept up to date at all times.

 

12                 Any actions considered to be against the rules or the etiquette of golf will be dealt with according to the current R&A Rules of Golf by the host club. All junior organisers must follow the Children in Golf code of conduct set out in appendix 4B of the Children in Golf Handbook. All players must abide by the Children in Golf Code of Conduct set out in appendix 4C of the Children in Golf Handbook. These rules will be made available by each club for their juniors to read

 

13        Courtesy of the course may be extended to away Junior Organisers, drivers and helpers at the discretion of the host club.  The home team is responsible for the food bill of the match meal. Teams must abide by the home clubs dress code at all times both on the course & in the club house

 

14        Each match result, including the names of the players and the individual match results (for assessment of the Top Player – see Rule 8) must be sent by email or phone to the EDJL Chairman within 48 hours of the completion of the match.  The EDJL Chairman will issue up to date League Tables, and Top Player Tables, by email to all Junior Organisers after notification of each match result.  Tiverton Golf Club have also kindly offered to continue to publish the tables on their website. All teams to send fixture lists to EDJL Chairman as soon as possible.

 

15        There is an entry fee of £25 for each club (cheques made payable to Honiton Junior Section & sent to Adrian Cave) all entry fees will be used to purchase medals for the winning team & individual prizes for 1st 2nd & 3rd for the top players in groups A & B.

 

16.       All clubs will try to arrange friendly matches between themselves & to include Exminster & Sidmouth in any format & over any number of holes for juniors with non-CONGU handicaps. There is no responsibility for either club to supply a meal.

 

17        There will be an individual finals day for the top four players from each club plus all previous order of merit winners & previous finals day winners to be played at Exeter on Sunday 29th August. There will also be a organisers competition played on the same day for 2 organisers from each club plus invited guests & sponsors, these competitions will be played on a full handicap stableford basis. There will be an entry fee of £2.50 for each player & all fees will be used to purchase prizes for both competitions.
